ACTION SYSTEM TO SUPPORT TERRITORY PROGRAMMING AND INTEGRATED PLANNING - INNOVATIVE TERRITORIES

Purpose
The project "Action System to Support Territory Programming and Integrated Planning", implemented by Formez and based on the Agreement with the Department of Pubblic Service (as signed on December 22th, 2006), aims to strengthening the capacity of Regional and Local Administration to incorporate the objectives of innovation, international opening, cooperation in programmes and projects of territorial and local scale (Territorial Action for innovation, transnational opening and cooperation), within a framework of integration between policies of different scale and establishment of local players, great players and international networks partnerships.

Specifically, the project aims to contribute:
a. The creation of an initial nucleus of innovation territorial experience towards the goals of the Lisbon strategy and national and community guidelines and strategic direction;
b. Dissemination of methods and approaches useful to incorporate in territorial policy objectives of the strategy;
c. Formation of internal administrations “skill group” on these issues, methods and approaches.

The specific objectives are to:
a. Share with interregional scale methods, tools and areas of intervention for identifying actions and territorial projects oriented to innovation, cooperation and international opening;
b. Experiment territorial actions for the promotion of innovation, cooperation and international opening, spreading and transferring the obtained results.

Actions
Consistent with the specific objectives, outputs provided by the project cover two areas of intervention.

The area of intervention A "Interregional Pilot Action to define selection criteria and devices implementing actions territorial able to contribute to the general purpose of the new cohesion policies" consists of an intervention aimed at sharing, scale interregional methods, tools and areas of intervention to define the criteria for selection and devices for implementing actions territorial (projects and programmes at local level), as part of new operational programming of the structural funds. These actions must be able to contribute to the general purpose of innovation, attractiveness, international cooperation and transfer of new cohesion policies.
The scope of action is divided into two lines of action: Action A.1, which covers research, identification and dissemination of best practices and the provision of information services, innovation, cooperation and International opening under the new cohesion policies; Action A.2 relative to the design of territorial actions, implemented under B.

The area of intervention B "Shares territorial testing for innovation, cooperation and international opening of Mezzogiorno" provides for the implementation of certain actions territorial for innovation, openness and cooperation, transnational Noon to to enable experiences of reference for practice-oriented dissemination and transfer, as well as to promote coordination and to finalize priorities, shared and achievable closely interconnected with the objectives of competitiveness identified by the new EU programming 2007 - 2013.

Target
Central government, regional and local authorities involved in the processes of planning and Implementation of development policies within the territorial QSN 2007-2013.
